Front Splash Guard

It's always the easy repairs that seem to take the most work.. My front air dam/splash guards/Whatever you'd like to call them are pretty well shot. I had to take them off for some radiator work and just about every bolt broke as I was taking them out. It's sort of hanging now, scraping and making ungodly noises as I drive. What would be the best way to go about putting new ones on? Is there anything important in that area to watch out for if I were to drill out the old bolts?

Be sure to re-tap the holes if needed.
